JOB GOAL:

 

The Director of Operations & HR is responsible for providing the support and guidance for the HR, IT, and Operations Departments, and responsible for providing and overseeing leadership, direction, and management. Supports staff to build a culture of success that is evident in all aspects of the school environment; and will play a critical role in growing the trust of community members who engage the network through implementation of strong operations and HR practices



JOB FUNCTIONS AND RESPONSIBILITIES:

 

HUMAN RESOURCES

  • Coordinate and manage the network and campus staffing plan.
  • Monitor personnel reports and coordinate record keeping to meet the requirements of the network and agency programs required of the school system.
  • Oversee the processing of leave requests in accordance with the law, regulation, and School Board policy.
  • Manage the orientation program for new teachers.
  • Manage professional development programs for administrators and front office personnel
  • Oversee the onboarding and separation process paperwork and set up files on all new instructional and administrative employees. This includes entering data, checking verification of the experience and following up on all deficiencies, salaries, certification, retirement, evaluations, and application status.
  • Manage the computation of salaries and supplements for personnel. Verify records for credit and employment purposes.
  • Assist principals and other school personnel in answering and handling personnel problems.
  • Partner with both MSE leaders and external partners to increase the candidate pool.
  • Direct line of communication between principals and recruitment. Monitor submission of vacancies.
  • Assist principals in staffing hard to fill and high needs positions.
  • Manage network-wide recruitment program focused on attracting and retaining high quality and diverse workforce. Collaborate closely with recruitment staff and other senior leaders to ensure coordination of all human capital efforts.
  • Manage and supervise recruitment efforts, such as job fairs and career events. Develop and maintain professional relationships with college, university, and community college placement offices
  • Provides training for arbitration and mediation related to employee relations
  • Oversee and Conduct investigations of employees for disciplinary matters, write reports regarding the investigations and make discipline recommendations in consultation with AED and HR Manager
  • Coordinate and facilitate grievance procedures, maintain discipline/investigation files.
  • Analyze, develop, and review policies and regulations for personnel matters.
  • Oversee the function of personnel services for the network including, employment, reappointment, agreements, unemployment compensation, and retirement systems.
  • Monitor benefit programs by completing records and modifications; administering plans; providing explanations and Information
  • Resolve employee questions and problems regarding health benefits by researching benefit policies and procedures; providing answers to questions and resolutions to problems.

 

OPERATIONS

  • Manages cafeterias, transportation, building maintenance, safety, inspections, playgrounds, and cleaning
  • Provides direct administrative support to the Directors and Network staff.
  • Responsible for all duties that are not directly related to instruction and student achievement including assisting the network administration in managing school activities; supervision of classified support personnel; coordinating activities such as special events; transportation and building maintenance.
  • Seeks out and participates in educational and professional development and motivates and encourages such development for school classified employees.
  • Recognizes problems and impediments and reports them promptly with options for solutions to the site principal; promotes and assists with constructive resolutions.
  • Coordinates network-wide and school specific activities related to the smooth opening and closing of schools.
  • Monitor student recruitment efforts
  • Supervise construction, repair, and maintenance of school facilities



MINIMUM QUALIFICATIONS:

 

  • Requires a Bachelor's Degree from an accredited college or university in Education, Finance, Business, Management, HR or a related area.
  • Masters Degree in a related area(preferred)
  • 2 years of related experience (preferred)
  • Experience in recruitment, onboarding, separation, data utilization (preferred)
  • SHRM or PHR certification and TN ILL licensure (preferred)
  • Technology certifications or expertise, such as G-Suite, Microsoft, Cisco, Active Directory, SQL, HTML (preferred)

  • Functional Reasoning: Requires the ability to apply principles of rational systems, philosophies, laws, regulations, and procedures; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria and the goals and priorities of planning and development programs.



WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

 

  • Light Work: may require occasional light lifting
  • Nights and weekend activities will be occasionally required
  • Position is in the office setting and may involve prolonged work at a desk in one location
  • Moderate travel is required
